Between 1992 and 2001, several high-profile investigations and inquiries sought to clarify the details of the Roswell incident, a 1947 event that sparked extensive speculation about UFOs and government cover-ups.
In 1992, President Bill Clinton instructed former National Security Advisor Sandy Berger to investigate whether the U.S. government held evidence of aliens or alien technology. Clinton expressed a desire to confirm or deny claims that an alien spacecraft had crashed in Roswell, New Mexico.
In 1993, Congressman Steven H. Schiff from New Mexico also sought answers regarding the Roswell incident. The General Accounting Office (GAO), now known as the Government Accountability Office, was tasked with determining the reporting requirements for air accidents and uncovering any relevant government records. The USAF supported this investigation by searching archives and interviewing individuals who might have information about the incident. Secretary of the Air Force Sheila E. Widnall permitted the release of previously restricted information.
The 1995 report, The Roswell Report: Fact versus Fiction in the New Mexico Desert, concluded that the Roswell incident was not related to UFOs or alien technology. Instead, the materials recovered were consistent with a balloon from Project Mogul, a classified program designed to detect Soviet nuclear tests. There was no evidence of a cover-up or extraterrestrial materials.
In 1997, the USAF published a follow-up report titled The Roswell Report: Case Closed. This report reaffirmed that the debris came from high-altitude balloon operations and explained that alleged alien bodies were actually test dummies used in scientific research. Reports of a flying saucer and its crew were identified as misinterpretations of Air Force personnel involved in the dummy recovery missions. Claims of alien bodies were likely confused with separate incidents involving aircraft accidents and balloon mishaps in the late 1950s.
The GAO's 1995 report revealed that U.S. Army Air Force regulations from 1947 required the permanent maintenance of air accident reports. However, no relevant accidents were reported in New Mexico in July 1947, and there were no records of balloon crash reports from that period.
