Since 1945, the U.S. government has been committed to investigating UAPs, aiming to determine if these phenomena pose risks to flight safety, represent advancements in technology by rival nations, or could be evidence of extraterrestrial technology under intelligent control. These investigations have been carried out by a diverse group of experts, including scientists, academics, military personnel, and intelligence officials, each bringing their unique perspectives to the table. Despite differing opinions on the origins of UAPs, they shared a common concern: the potential unknown threat that these phenomena might represent.
Established in 2022, AARO's mission mirrors that of its predecessors, focusing on using both scientific methods and intelligence analysis to assess and mitigate risks posed by UAPs. The office aims to discover, understand, and attribute possible technological systems developed by competitor nations.
AARO recognizes that many people sincerely hold versions of these beliefs which are based on their perception of past experiences, the experiences of others whom they trust, or media and online outlets they believe to be sources of credible and verifiable information. The proliferation of television programs, books, movies, and the vast amount of internet and social media content centered on UAP-related topics most likely has influenced the public conversation on this topic, and reinforced these beliefs within some sections of the population.
Before AARO, the Unidentified Aerial Phenomena Task Force (UAPTF) was in place from 2020 to 2021, operating under the Office of Naval Intelligence. UAPTF was tasked with standardizing the collection and reporting of UFO sightings. The task force was highlighted during a June 2020 hearing of the United States Senate Select Committee on Intelligence and released a preliminary report in June 2021. In June 2023, NASA's UAP independent study team held a public meeting, showcasing additional UAP footage released by AARO. By March 2024, AARO published a report titled "Report on the Historical Record of U.S. Government Involvement with Unidentified Anomalous Phenomena (UAP) Volume I," which concluded that there is "no empirical evidence" of alien technology.
